TACTICS
Before Combat Toan Hao draws his coat pistol, and orders his dogs to defend him.
During Combat Toan Hao keeps his back to the wall, seeks the high ground, and uses Acrobatics to maintain a tactical advantage. He fires at the approaching PCs with his pistol, drawing his handaxe and entering melee combat only when all other options are lost.
Morale He will surrender if brought to 5 or less hit points, and orders the dogs to stop attacking and stay put.

The Ship Captain is encountered while guarding the docks and monitoring the anchored ships at the river delta on Belem, commonly called the Bay of Serenity. He has three dogs (CR 1/3 each) with him, trained to “attack,” “defend,” and “stay.”

Bio:

This Tian-Dan (Xa Hoi) human knows only enough about the Serpent Overlords to know that their power rivals that of the Dragon King of his homeland nation, and so he worships these strange divine beings passively and without any real dedicated ritual or other dogmatic practices. Hired by the crime ring after hearing more about the Ancient Ones and the returning Empire of the Serpent Overlords, he seeks to help them build the foundation for their empire, and sails them across the open seas. Encountered along with him on the Belem dockside holding referred to as the Bay of Serenity, are his trained dogs: Nail-biter, Buckles, and Scratch (tricks: attack, defend, and stay). Although not a true crime ring member on paper evidence, his hired help and similar philosophy means he is treated as much of a member as the others.

Toan Hao’s eyebrows meet, and his dark black hair is long and often pulled back with twine or elastic bands, with the white streak at the front always prominent and matching his dazzling silvery white eyes. He is unusually short for his people, at 5 ft. 3 in., and he has a peg leg for a right foot. He believes firearms are magical wondrous items, even though he understands most of the technology behind them, and he cannot keep a secret or tell a lie, which is why the crime ring keeps him close to themselves and out of sight. He also tends to laugh or snicker at the pain and misfortune of others.

As a former male prostitute for elite, secretive female nobles in Xa Hoi, an accidental axe swing by a close former friend left him in no position to sway the libidos of noble women. Taking to the profession of sailing, he earned enough money to afford his own ship, becoming a sort of mercenary trade sailor for other traders, and eventually being hired by the crime ring. His father told him stories about the Serpent Overlords when he was a boy, and how the rivalry between different dragons of the lands of Tian Xia would come to pass when they returned. Thuy Toan Hao has always revered the Ancient Ones since that time, and silently looks forward to their coming return, hoping to be on the “right side” when they cast their judgment upon all mortal-kind. He secretly wishes to hunt and kill an aboleth with his crew, and he knows the secrets of the local ghost ships and their connections to the Zo and other pirate clans (such as the sacrifices and bizarre offerings they demand from sea-farers). For an ally of similar alignment or philosophies, he will publicly protect against a ruler or other powerful being for them.
